The economic payoff expected from this technology has captivated policymakers, leading to a rush to embrace it. However, recent reports highlight a troubling trend – nation-states are also exploring the weaponization of artificial intelligence, potentially leading to an AI arms race fueled by misinformation campaigns.

According to researchers at RAND, a non-profit think tank advising the US government, there is evidence of a Chinese military researcher publicly discussing the use of generative AI for information campaigns. This tactic involves leveraging large language models, such as a modified version of Google’s BERT, to amplify the impact of these campaigns. Though there is no evidence of its current implementation, the mere suggestion has raised concerns among experts.

William Marcellino, an AI expert and senior behavioral scientist at RAND, warns of the consequences if influence campaigns gain new scale and power through generative AI. He emphasizes the qualitative and quantitative shift that would occur if millions of fake accounts, posing as individuals from different countries, were used to promote a state-controlled narrative. This raises the alarm, especially considering the prevalence of online misinformation campaigns in recent years, such as the Russian Internet Research Agency’s efforts during the 2016 US election.

Traditionally, these campaigns have relied on manual labor, human workers tirelessly typing away at keyboards. However, the development of AI algorithms opens up the possibility of mass-producing text, images, and videos designed to deceive or persuade. In fact, recent projects suggest that launching such a campaign could cost as little as a few hundred dollars. With the widespread accessibility of generative AI tools and open-source language models, the barrier to entry for launching an information campaign has significantly lowered.

Marcellino’s concerns are echoed in a second report from the Special Competitive Studies Project (SCSP), a tech-focused think tank. The report warns that generative AI could become a new facet in a global power struggle. It urges the US government to heavily invest in generative AI, as mastering this technology would provide economic prosperity, military advantages, and cultural influence.

Both reports paint a grim picture, suggesting an imminent arms race where nations compete to harness generative AI for military and cyberattack purposes. If these predictions hold true, the world may face an information-space arms race that proves exceedingly challenging to contain.

So, how can we prevent the nightmare scenario of AI bots overpowering the internet with their information warfare capabilities? The solution lies in human interaction and collaboration.

The SCSP report emphasizes that the US should lead global engagement, promoting transparency, fostering trust, and encouraging collaboration. Similarly, the RAND researchers suggest that US and Chinese diplomats engage in discussions about generative AI and the associated risks. Marcellino highlights the mutual interest in preventing a polluted and untrustworthy internet, an objective that we can all agree on.

As governments vie for dominance in the realm of artificial intelligence, it is crucial that we prioritize dialogue, cooperation, and ethical considerations.
